Description:  Our client is seeking an OMB A-123 Specialist. Responsibilities:
  • Validate and document existing business and system processes
  • Assess processes to identify compliance risks in light of Generally Accepted Accounting Practices (GAAP) and OMB Circular A-123 Appendix A Internal Controls; then present recommendations for corrective action
  • Develop financial Assertion Packages
  • Answer data calls, more specifically support OMB Circular A-123 Testing and final A-123 Test Report
  • Communicate regularly with government personnel including senior-level government executives as research is conducted
  • Periodic briefings must be made to government oversight personnel to present status of project and government efforts to become audit ready
  • Provide new perspective and ideas to improve engagement performance are welcome and can be provided through informal communication with the Project Manager or during team meetings
  • High performing team resources are those that can build a working relationship with client resources, have solid understanding of federal and commercial GAAP, and OMB Circular A-123 Appendix A
  • Be able to articulate the status of your functional area of responsibility
  • The position will not be required to perform business development tasks as a regular part of their responsibilities
Requirements:  Position-specific Required Skills:
  • Bachelor's Degree
  • 7+ years of financial management experience related to financial reporting to include Financial Statement development and compliance, especially within a federal agency
  • 7+ years of DOD accounting experience
  • 3+ years of experience with the following: A-123 Internal Control Requirements, A-123 Internal Control Test Plan Development, A-123 Test Plan Execution, and A-123 Test Plan Report Development
  • USSGL knowledge
  • Solid understanding of federal and commercial GAAP
  • Knowledge of Business Process Flows
  • Excellent verbal and written communication skills
  • Proficiency in MS Word, Excel, and PowerPoint
Applicants selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information. Position-specific Desired Skills:
  • Process mapping and requirements documentation
  • Experience performing financial requirements identification and business process documentation
Change Management:
  • Experience recommending and guiding organizations through process changes to meet accounting and financial objectives
Project Leadership:
  • Ability to identify project direction and lead other team members in accomplishing task objectives
Client Relationship Management:
  • Consulting experience which demonstrates an ability to influence and communicate with clients (is preferred)
  • Will consider candidates with comparable military backgrounds demonstrating the ability to influence organizational direction
  • Government Financial Certifications (CGFM)
