Description:  Our client is seeking a Budget Formulation / Funds Control Analyst. Primary duties include the following:
  • Establish and maintain the planning, programming, budgeting, and execution system budget cycle milestones and budgetary planning
  • Analyze funding requirements, options and agency-wide risks to advise branch and division chiefs budgetary status and related budget formulation strategies
  • Support the formulation of Program Objective Memorandum (POM) process, Budget Estimates Submission (BES) and the President's Budget in accord with agency Program Budget Guidance (PBG)
  • Verify and validate various appropriation bottom lines and overall agency funding throughout
  • Update and validate CIS and PRCP budgetary controls and associated details
  • Maintain the Program Review process to include tracking and loading associated updates in required systems
  • Update CIS for current budget position and provide comparison analysis to verify funds controls match the agency official formulation database
  • Prepare and submit POM exhibits in secure system (SNAP) to PA/E
  • Support the preparation of PBD's and reclammas
  • Support the submission of budget exhibits to OSD Analysts and related OSD websites
  • Assist with the preparation of budget guidance and instruction
  • Assist with OSD/OMB hearings, questions and responses as needed
  • Maintain OSD correspondence and questions to mitigate budget submission issues
Requirements:  Candidates should possess 6+ years of experience performing business and/or financial management tasks, preferably with the Department of Defense (DoD) or other Federal Agency. This requires strong Microsoft Office Suite skills to support the Budget Formulation / Funds Control Team. The ideal candidate would have experience with some of the following DoD accounting systems, PBAS, CIS, PRCP, EDA, MOCAS, SAP/ERP. A BA/BS degree is required. Applicants selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information.
