Description: Our client is seeking a Pricing/Proposal Manager in Alexandria, VA. The candidate will have the prime responsibility for developing and costing labor and material estimates in support of Client business pursuits.
The responsibilities of this position include the following:
- Pricing and/or financial management of all aspects of the government services business process
- Translate customer requirements (RFPs/SOWs) into detailed tasks
- Creation and input to multidimensional proposal WBS formats
- Research and analyze historical cost data
- Provide evaluation of cost realism and accuracy of bids
- Coordinate requirements with multiple disciplines for compilation of cost and schedule estimates
- Participate in development of cost strategy models to support proposal efforts
- Develop and support timely reviews of cost proposals with senior management
- Provide pricing support to operational groups for IDIQs, GSA schedules and other short notice requirements
- Support pricing efforts for all major types of transactions such as firm fixed price (FFP), Firm Fixed Price Unit Pricing; Time and Materials (T/M), and cost-plus, and IDIQ. Build business solution/proposal pricing for proposals (RFP's) based on the scope of work, direct labor costs, other direct costs (ODC's), and travel costs
- Participate in pre-contract discussions, contract negotiations and contract changes that involve pricing
- Ensure proposals are in accordance with CAS, FAR and GAAP. Regularly present to and interface with all levels of management, assisting them with financial pricing and solution efforts; liaise with operational staff to craft staffing profiles, while spearheading subcontractor price targets and skill mix objectives

Requirements: Education and/or Experience:
- Bachelor's Degree or equivalent in Business/Finance/Accounting or related field
- 5-10 years of proposal pricing experience on federal government services efforts
- Substitution of additional relevant experience for stated qualifications may be considered
- Must have knowledge of FAR, CAS and DCAA audits
- Expertise in pricing various types of efforts, to include FFP, T/M, CPAF, CPFF, etc.
