Description: Our client is a Director of Planning.
Duties and Responsibilities:
- Coordinates and assists Project Managers, Contract Managers and Project Coodinators in the development of project schedules, resource plans and budgets during the bid and proposal phase
- Develops, prepares, and analyzes integrated program plans, schedules, and budgets; develops business case analyses; and performs financial analyses (e.g., funding profiles, staffing and equipment forecasts, rates of return, estimates at completion, variance analysis, etc.)
- Assesses business performance and prepares financial following receipt of project contract, develops baseline schedules, resource plans and budgets
- Coordinates and provides weekly, monthly and quarterly project reports to Senior Management
- Maintains and statuses project schedules, cost and resource plans
- Coordinates project estimate at completion (EAC) efforts
- Provides project performance information to Planning Manager and other functional managers as required
- Assists Project and Contract Managers with other project schedule and cost activities
- Trains and mentors Project Coordinators as required
- Forecasts that ensure that integrated costs and schedules are within negotiated parameters and control guide lines

Requirements: Basic Qualifications:
- Bachelor's Degree and 10 to 15 years of experience in engineering or business related field; or Master's Degree and 10-plus years of experience is required. MBA is a plus
- 2 years of experience in government contract scheduling activities sought
- Significant experience with project scheduling software (e.g., Primavera, or Microsoft Project); experience with P3e is a plus
- PMP Certification is a plus
- U.S. Citizenship is required
Additional Desirable Qualifications Skills and Knowledge:
- Working knowledge of Government contracting sought; specific DoD experience is a plus
- Understanding of project cost and schedule management is required; specific DoD Earned Value experience is a plus
- Experience in financial/cost management and business planning, preferably in a design and production environment
- A strong working knowledge of Earned Value management tools, processes, reporting, and control. A demonstrated ability to develop meaningful variance analyses to ensure program requirements are achieved through planning and corrective actions
- Extensive organizational and time management skills; must be able to work in a deadline drive environment
- Strong personal computer skills utilizing Microsoft Office and project scheduling software
- Excellent written and oral communication skills
