| Description: The Sr. Quality Assurance Manager, will be supporting the Oregon Wireless Interoperability Network (OWIN), State of Oregon's initiative to upgrade public safety radio systems statewide. The Sr. Quality Assurance Manager will be responsible for interface with the OWIN Quality Assurance contractor responsible for assuring that the various products/services being implemented by OWIN are effective and free from defects or operational problems or errors. The successful candidate will interact with OWIN management to establish appropriate quality assurance timelines based upon customer commitments and prioritized requirements; will be responsible for site certifications and quality management system, engineering quality, and customer quality; will be responsible for quality assurance training, auditing, execution and reporting, of technicians/sub contractors/service providers; and for ensuring quality of work meets or exceeds OWIN standards, and that any deficiencies are remedied. This person will formulate and maintain Quality Assurance objectives complementary to OWIN policies and goals; assist with the development, implementation and maintenance of quality assurance guidelines and setting of relating policies and procedures in an effort to ensure 100% customer/client satisfaction; develop and implement QMS procedures to achieve and maintain AS9100 Quality Certification and CMMI Level III; train staff on same. This person will work directly with Program Mgmt, to document, review, and analyze practices and procedures for continuous improvement; perform on site inspections to ascertain the quality of workmanship and customer service; and test and assessment of products based on existing safety standards or performance guidelines. This person will coordinate with engineering teams to support testing and inspections to assess the effectiveness, accuracy or safety including related documentation and follow up actions.

Requirements: This person will also be responsible for monitoring and reporting any safety violations and/or performance issues regarding any installation and service work in compliance with applicable State, Federal, and County safety requirements. This person will manage internal audits of programs for CMMI Level III Compliance; lead efforts to correct nonconformance; lead Quality Committee meetings to report and address issues; participate in project and program review meetings. This person will oversee documentation control and configuration management processes including recording, tracking, distribution, and reporting of all controlled documents including Engineering Change Notice, Non Conformance Reports, Technical Reports, and related documentation; develop and maintain all Quality Program documentation to maintain certification, support continuous improvement, and in compliance with related regulations; and serve as the QA representative at project and business meetings.
The skills, experience, and education required for this position include the following:
- Bachelor's degree in a related technical field and 8+ years of related experience
- An additional 6 years of experience may be substituted for a degree
- Experience should include a working knowledge of government and industry quality assurance codes and standards, five to seven years of quality assurance and testing experience for telecommunication site construction in the wireless industry
- The candidate should also have one to two years in a leadership position
Desired Skills:
- Knowledge of and experience working with specialized quality improvement activities such as CMMI, Six Sigma, Measurement Systems Analysis (MSA), Quality Function Deployment (QFD), Failure Mode and Effects Analysis (FMEA), Advance Product Quality Planning (APQP)
- ISO 9000/AS9100 formal training and experience
- Experience with writing and executing Test Plans and Test Cases
- PPM certification
